Turning meteorological satellite data into actionable impact
On 3&4 February 2025, the CLEAR-EO project joins forces with sister projects PANORAMA and GreenEO at a dedicated cluster meeting hosted by EUMETSAT in Darmstadt, Germany.
The two-day gathering brings together project teams, data providers, the European Commission, and key stakeholders to align efforts on a shared ambition: developing innovative applications that support the European Green Deal, building on meteorological and Copernicus satellite data.

For CLEAR-EO, the cluster meeting is a strategic opportunity to integrate its work within a wider ecosystem of European Earth-observation innovation. With EUMETSAT as the core data provider, discussions focused on how advanced meteorological satellite data can be transformed into trusted, usable, and policy-relevant Earth intelligence.
The meeting structure reflects this ambition:
- Day 1 combines CLEAR-EO internal splinter sessions with the start of cross-project collaboration.
- Day 2 focus on joint discussions, system perspectives, and alignment with European programmes such as Copernicus and Destination Earth.

Across parallel worktables, CLEAR-EO actively contributes to a set of transversal themes that are central to its mission:
- Data needs and accessibility
Identifying the meteorological and Earth observationdata required to support downstream applications, and how to ensure efficient, federated access. - Data quality, validation, and trust
Discussing validation strategies and quality indicators that build confidence for users and decision-makers. - Applications and AI
Exploring how AI-enabled methods can turn large-scale satellite and atmospheric data streams into actionable services. - Dissemination, exploitation, and uptake
Ensuring that products do not stop at the technical level, but reach users through effective dissemination and sustainable exploitation pathways. - User engagement and policy relevance
Strengthening the link between Earth observation services, stakeholder needs, and European policy frameworks, including climate, environment, and resilience policies.

Connecting to Europe’s Earth observation ecosystem
The second day highlights how CLEAR-EO fits into the broader European landscape. Information exchange on:
- the next generation of meteorological and Copernicus satellites,
- the Copernicus Atmospheric Monitoring Service (CAMS), and
- emerging initiatives such as Destination Earth, CO₂ monitoring missions, and future Horizon Europe clusters
supports the position CLEAR-EO has as a building block in Europe’s evolving Earth intelligence value chain.
Looking ahead: collaboration as a multiplier
The Darmstadt cluster meeting reinforced a key message: no single project can address Europe’s Green Deal challenges alone. By working closely with PANORAMA, GreenEO, EUMETSAT, and the wider Copernicus and DestinE communities, CLEAR-EO strengthens its ability to deliver interoperable, scalable, and impactful solutions.
The outcomes of the worktables will feed into concrete next steps refining requirements, aligning development roadmaps, and deepening collaboration across projects and institutions.
